「總統一摸肚子，發現手上一片濕的，才知道受傷了。」總統府秘書長邱義仁轉述指出，19日下午1時45分，陳水扁總統和副總統呂秀蓮的掃街車隊行經台南市文賢路、金華路時，陳總統突然發現肚臍旁的腹部怪怪的，手一摸，才發現手上滿是血，子彈已穿進腹部。此外，呂秀蓮的右膝受傷。

    　陳水扁總統今天上午邀請五院院長茶敘，溝通選後政情，陳水扁在茶敘一開始針對外界質疑他受槍擊事件真偽，在五院院長面前拉開衣服，把透氣膠帶撕開，再把紗布掀開，出示傷口讓他們親眼目賭；他說，「作國家領導人，這樣做很不得已」。坐在一旁的副總統呂秀蓮也問大家要不要看她的傷口，五位院長連忙說不必。

    　陳總統也描述就醫心境說，外界質疑可以理解，但沒有人比他跟副總統更想先知道答案；到底兇手是什麼人、動機是什麼，希望儘快破案，任何破案建議他不反對，比外界更歡迎，如李昌鈺鑑定等，他也歡迎並感謝任何人提供協助。

    　對於啟動國安機制，陳水扁說，總統受槍擊不止是國內也是國際大事，啟動國安機制在96年與2千年總統大選都曾運作過，政府已把留守軍警人員減到1萬2、3千人，但現在卻被無限上綱說因啟動國安機制到影響多少票，試問這樣說好不好、公不公平？有人說為何不停止選舉？因總統副總統選罷法規定很清楚，除了候選人死亡不能停止選舉，他只是受傷沒有死亡，中選會是依法辦事，如果法律有所不足，是要修法。

    　陳水扁並描述槍擊事件發生經過說，第一時間以為是鞭炮炸傷，後來隨扈醫生發現不對時送醫院，醫院準備擔架和輪椅，他拒絕，因為當時雖然痛，但只要能忍受，國家元首三軍統帥不能輕易倒下。身為民進黨候選人，選戰最後一天主帥也不能倒下，沒想到外界也因此質疑他是否受傷。

    　陳水扁說，他一面接受手術一面打電話，有一通是夫人吳淑珍打給他，當時他內心百感交集，為何如此巧合？當年吳淑珍車禍受傷就是送到奇美前身的逢甲醫院，當時他不知道夫妻是否能再見面。事後他才知是黃芳彥打電話給吳淑珍，第一句叫夫人鎮定、第二句說總統腹部中槍，吳淑珍以為一定是大量出血，國家不能沒有領導人，跟黃芳彥講要通知副總統，第一念頭還是以國是為重，總統受傷馬上發生代理人問題。
