Minutes of 4/28/02 Meeting

The Meeting started at about 1:50 PM

  1. New Items---The welcome social hours, the social dance and the line dance for Thursday, 7/4/02, will use the same room (the Student Center Ballroom). Snack and cold drinks and water will be provided. The bridge games may have to use a separate room. Taiwan Collegians may want to have a TV Net show. Taiwanese movies.

  2.  Registration--- NanJae reports that 2600+ letters with registration forms will be sent out today.  The database forms have been set up to receive registrant information.

  3. General Affair—CK Chuang will be assigning the conference rooms.  Chi-Tien Chang will take care of  A/V equipment for the rooms.  Yih-Yuan Kao will interact with the group participants when they come on site. Tom Tsai reports that KaoHsiong Children Chorus plans to stay in the dorm for the Saturday (7/6) night and have the Saturday supper and Sunday breakfast at the cafeteria.  Tom Tsai also reports that Chang Chun-Shiang (former premier) plan to be in Boston on 7/2/02 and Ying-Tsan Chen (Formosan TV) plans to come for the duration of the conference. Chen-Yuan requests the hotel rooms for the key guests be reserved.

  4. Fund Raising--- Shuwan reports that the Chen Wen-Cheng Fund will donate $4,000 to sponsor the concert, but the Wang Kang-Lu Fund will not participate, due to budget restriction.  Drun-Sun Lee reports that Y.L Tseng will underwrite the color printing cost of the front and back cover pages.  Tom Tsai reports that Y.L. Tseng has already sent in $500 for a full page ad on the inside-back cover.  Drun-Sun Le further reports that Hsu’s Ginseng, Vivian Fu (Life Insurance), Li-Pei Wu (General Bank),  and Jay Lo (Actuary) will likely buy advertisement on our handbook.  The owner of Sho-Gun Restaurant will contact some prospective donors. Drun-Sun Lee thinks that the donations and advertisements will fall short of our target.

  5. Concert—Shuwan  is considering a short after-concert reception.  She asks Tom Tsai to contact UMass to find out whether there is a good space for doing it at the Concert Hall proper.  Only cold drinks, mineral water and snacks will be served there.  No hot food.

  6. Vendors—Ruby Wang indicates that $75 per day per vendor is really steep for many non-profit organizations, Taiwanese newspapers and Taiwanese literature publishers.  Tom Tsai explains that the rate is set by UMass and is being collected by UMass.  Tom Tsai will approach UMass on a case by case basis for non-profit organizations.

  7. Taiwan Night—Ruby Wang reports that there are about 10 performances lined up.  The Half-tone chorus (from CA) will not be invited.

  8. Hakka Program – Yeh Chu-Lan and Hsieh Yu-Way are being lined up.

  9. Handbook – Jon Hwang requests that speaker and performer bios be collected for incorporation into the handbook.  Also dormitory rules from UMass should be obtained for incorporation.  The Concert and Taiwan Night programs will not be included, except the bios of the concert performers.

  10. Second Generation Program--  Tommy Tan reports: Preliminary programs, including activity topics, have been laid out.  The program still needs RAs for the college and the Junior High groups. RA retreat is scheduled for 6/15/02 at a state park near Sturbridge.  The DJ for the dance has been narrowed down to two.  Multi-generation discussion is being planned.  Digital photos with nametags will be taken and some copies made available during the conference, others by email to participants.  Tom Tsai reports that 3 or 4 teachers (crafts, dance, skills and Kong-Fu) from Taiwan will be on site to be involved with the 2G Program. Chen-Yuan expressed a concern that not enough RAs will sign up.

  11. Grown-up Programs—San-Lang Lien reports: Preliminary program is complete. Each session will have a facilitator, although not yet assigned. Wu Nien-Tsen, if able to come, will be in the Taiwanese Collegian program.

  12. Taiwanese Collegians  -- Wen-feng Lai reports:  A Radio/TV/Net program “Taiwanese Voice” is being planned for the conference. The main player will be Wu Chong-Hsin from Taiwan. Liu Ta-Yuan will also be involved. TC likes to see this program incorporated into the TAC/EC program and the traveling cost be shared. We agree to provide $500.

  13. Gifts—Gifts are to be given to guests.  Chen-Yuan Wang wants to finalize in the next meeting.

  14. Mailing – With help form today’s attendants, 2600+ letters with registration forms are assembled and are being carried to postal drop-offs

Progress Review by Team Leaders

1. Registration: Lin Nan-Jae

From people's feedbacks on our first mailing, two enhancements will be made for our next mailing: 
  1) add our organization name TAC/EC into the returning address label, and 
  2) looking into a stronger sealing tape to ensure that the mails will reach the recipients in a good condition.

We propose to maintain the same conference fee as the past year. Hopefully, we can encourage more young families (especially family of 3 or 4 members) to attend the conference by not raising the conference fee.

Children age under 4 (not including 4) is free of charge, but no beds, meals, nor babysitting will be provided.

We will make clear in our Registration Form that "no room guarantee for walk-in registration".

2. General Affairs: Tom Tsai

Contact person at UMass is Judith Guyette.
Summer menu still unavailable;
Contract states a block of 50 rooms available for our conference, although 80 rooms were verbally promised.

3. Website: Vincent Tzeng

Write-in comments at guestbook will be forwarded to related team leader for responses. Suggest promoting TAC-EC to Montreal, Ottawa and Toronto Canadian Taiwanese.

4. Treasurer: Julie Tsai

Has received three checks for supporting website effort so far;
Returned invitation letter (first mailing) has been turned to registration to update database.

5. 2G Program: Tommy Tan

No major modification of the draft program, still working on DJ, working with team today; a combined program for 1st and 2nd generations; will prepare topics to discuss with Dr. Sidney Chang.

6. General Program: Lien San-lang

The main program is outlined. The afternoon sessions need more works. Some of them may not be penal discussion format, such as Nan-Jae’s investment seminar.

7. Concert: Lin Shuwan

No major change-
The program has been designed by Cho-Liang Lin.
It will be a great show for about 2 hours with 10-15 minutes intermission.
Ads for neighboring towns to promote the concert.

8. Taiwan Night: Mei Tsai

Decide not to invite Ho-Lo Opera Team due to logistics and cost consideration.
Ethan Kuo from TECO Cultural Division suggested Kaohsiung Children Chorus for the program, at their own expense.

9. Fund Raising: John Lee

574 letters to be mailed out at the end of meeting to Northeast Taiwan Chamber Commerce members. Aiming at 10% response to meet our fund raising goal. Looking for volunteers for ads in program book fund raising.

10. Misc.

CY Wang announced that an essay was submitted to Taiwan Tribune and Pacific Time and forwarded to TAA-net by Wantzu. He said the issue has been discussed in our committee meeting since January and he felt that majority of committee members do not against receiving financial aid and believe it’s time to work together for Taiwan. He therefore submitted the aid to Chiao Wei Hui (OCAC) last week. Tun-Hou suggested inviting OCAC-Boston to meet with us to explain their budget planning, purpose of such budget, allocation, etc. CY said that’s a separate issue from TAC/EC but if some of committee members are interested in discussing TAC/EC budget with OCAC he can arrange a meeting including Tun-Hou, Tom & Mei, and himself. Tun-Hou suggested including “opposition” voices in the meeting.

Team meetings followed the general meeting. Other committee members helped on sealing and stamping the fund raising campaign letters.

Agenda 1: Task & Assignment Review

John Lee—蘇貞昌 has committed as keynote speaker.

Fund raising campaign—to mail letters to Taiwan Chamber of Commerce in Northeast region to solicit donations and ads.

CY Wang—Deadline for finalizing all speakers is April 7. Second invitation letter/announcement is to be sent out by April 28. Registration form and fee will be determined before the second Mailing. Tom Tsai and Lin Nan-Jae will work on fee calculation and determination.

張啟典 volunteered to take charge of security post. Additional help is needed. Looking for more volunteers. Stage manager to work with UMass staff to assist and direct stage

coordination for Taiwan Night. 王守義 will be a good candidate for this post.

台灣學生社 is planning to have annual conference at UMass. Approximately 40 participants to be at conference. Local contact person: 賴文鳳

Agenda 2 : 2G Program

Tommy Tan: Program remains the same, structured into five age groups. Will try to solicit coordinators for each group. Will determine topics and is working on topic ideas. Currently looking for DJ for dance; camp site for RA retreat. Planning to have a weekend retreat in first or second  weekend of June for RAs training. Recruiting RAs--aiming to recruit 20-30 RAs this year. Looking for sponsors to sponsor the RA retreat.

Agenda 3:  General Program

Already outlined in first invitation letter. Once more speakers confirmed, we will be able to better coordinate programs and present them in next invitation letter.

Committed speakers thus far: 蘇貞昌, 陳英燦, 王雅惠, 謝志偉, 鄭智仁

張俊雄 is still in contact.

Agenda 4: Concert/Taiwan Night

陳淑婉 reported that 林昭亮, 陳宏寬. 范雅志 have committed the entire concert evening. 

We need to raise fund to cover the professional fee and their lodging, travel expenses.  吳美芬 reported that 河洛歌仔戲 will require a team of 18-20 performers, one bus to transport them from airport to UMass, a truck to transport their stage equipments. The shortest opera performance lasts at least 70 minutes.  If 河洛歌仔戲 does not come through, will ask 僑委會 to find a substitute.

Other possibilities are陳英燦, 鄭智仁, 南加州半音合唱團.

Vincent Tzeng—website launched today, easy to navigate. 2G programs will be added. In the near future, programs, registration form, booklet, bibliography of speakers, UMass and map/directions can be all downloaded. Guest book in the website for website browsers to write comments and suggestions. A monthly contest for the write-in comments. A winner, who gives best comment, selected by webmaster, will be awarded at TAC. Prize to be collected at TAC to encourage participation.

Agenda 8:  Registration

林能傑 reported 2780 copies of first invitation letter/announcement will be mailed out at the end of today's  meeting. Registration form will be presented at next meeting. 林能傑, 陳紹鴻, 蔡式宜 will work on the form.

Minutes from 02/17/02 TAC/EC Committee Meeting

Contract with UM:  

Chen-Yuan Wang announced that UMass has been selected as the conference and a contract has been signed. Tom Tsai brought some new clarifications regarding the contract with UMass. The meals head counts will have to be guaranteed and will be charged at the actual head counts if the actual is higher. The Fine Arts Center concert hall is relatively inexpensive and we should consider having both Taiwan Night and the concert in the FAC concert hall. We will have to reconfirm our choice of the FAC concert hall or the Bowker auditorium at least 30 days prior to 7/4/02. All committee members thank Tom for his good and hard work with UMass.

 

Second Generation Programs:  

Tommy Tan explained that the Youth program will consists of small group workshops with rotating members. The workshops may work on communication skills, business skills, etc. He is still recruiting RA’s. His target is to have 50 RA’s for the entire Second Generation Program (Young Adults, Youth, Teens and Children). Mei-Fun Tsai mentioned that three teachers (crafts/arts, dance, marshal arts) from Taiwan will be at the Conference and they can lead some workshops. Yi-Fong reported his observations at this year’s ITASA. He was impressed with their glossy program book, electronic registration and group discussions.

 

Website:  

Vincent reported that the permanent website will be officially up by 3/11/02. We’ll have purchased a TACEC domain name for the next 5 years.  Host service has already be set up for about $20/month. The URL for 2002 website will be www.TACEC.org. This website will be introduced in our first letter to prospective TAC/EC attendees, and will provide updated information and registration forms for downloading.

 

Adult Program:  

Mei-Fun Tsai reported that Chang Chun-hsong has indicated through FAPA that he is interested in coming to TAC/EC. She also reported that a list of our desired speakers have been given to the OCAC headquarter in Washington DC. The list includes Chen Ying-chan, Cheng Chih-jen, Chiang Hsia. Shuwan reported that Chen Yu-hsio responded favorably according to her contact in Taiwan. Mei-Fun reported that Wang Yah-hwei (Akron Symphony) and Ruth Yeh had agreed to come. John Lee will contact Su Chen-chang when he is in Taiwan next week. San-Lang said he would contact Dr. Lin Hen-che. Chen-Yuan reported that Prof. Li khinhoaN has agreed to head a session on Taiwanese and Tu Wen-ling of TEAN would coordinate a panel on Taiwan’s environment. TAA-Ct has recommended a Mr. Chien to head a panel of pharmacology.

 

Concert:  

Shuwan reported that the intended trio members, Chen Hong-kwan, Hu Nai-yuan and Felix Fan have all been receptive. But it turned out that Hu Nai-yuan has other commitment. Currently, Lin Chau-liang is being contacted by Felix’s mother to see if he is available to play for us. A soloist, Chen Li-chan will be contacted.

 

Taiwan Night:  

Ruby Wang reported that NATWA President elect Lai Bi-liang has recommended a certain Californian couple to do a Taiwanese puppet show. They could be a good substitute for the Ho-Lo Opera group, just in case we cannot afford Ho-Lo.

 

Conference Theme:  

Polls were conducted over the TAA-Boston and 2002TACEC e-mail net groups. After much discussion and many suggestions for a catchy phrases, “台美人 做陣來” and 台美人 愛美 做陣來” survived the process. Chen-yuan asked Prof. Li to do some research for us. Vincent asked all to soon come up with an English equivalent for these two phrases.

 

Registration:  

Nan-jae Lin explained the fields in the database, and asked that suggestions for additional fields should be made as soon as possible so that he will be able to incorporate them. Nanjae indicated he would need help from all in stapling and stamping when the first letter is ready to go public.

 

Banquet:  

According to UMass' pricing, a lobster/clam bake dinner (buffet style) will add $40 to $50 to each banquet goers’ cost. Tom was concerned that banquet will eat into the time available for that night’s activities. Nanjae was concerned that the banquet may give the appearance of segregating the attendees into two groups (have and have-not). With consents of most people, Chen-yuan agreed that we would not pursue a banquet.

 

Publicity:  

The first mailing (announcement letter) will be made in our next meeting (3/10). Chen-yuan will draft the letter. Suggestions of what should be mentioned in the announcement letter include: our website, early enrollment as required by the UM contract, website stickers (lest people should forget our website name), enrollment forms to be available on our web. Stephen Chen will write related new releases to be sent to newspapers.



Minutes from 01/26/02 TAC/EC Committee Meeting

Meeting started at 1:40PM

Agreement with UMass

                    Tom Tsai has accepted the original proposed contract by UMass, with only
                    clarifications--fee charge for using concert hall and auditorium
                    rental. Nan-Jae, CY Wang and Tom Tsai will be at UMass on Feb 11th to
                    sign contract with agreed deposit which should be made available through
                    treasurer.  Tom Tsai has the estimated cost based on the proposed charge  
                    by UMass for this conference, provided at least 750 participants.

Program Preparation/Speaker Invitation

                    First and second morning programs will be major speakers we invite.
                     One morning can focus on Taiwan and the other on U.S./International.
                    Two afternoons programs are panel discussions, minimal 8 panels with
                    two different topics taking place simultaneously. Programs include:
                    political, cultural, economical, environmental topics; health, financial
                    management, arts and living, travel, language and religion.

                    Inviting speakers: 江霞, 鄭志仁, 蘇貞昌, 陳郁秀, 陳菊, 陳英燦,

                    客家 program— Jeff Yeh contacted with 客委會 in Taiwan to look for
                    potential speakers.  

                    Youth program—Yi Fong plans to attend ITASA in Feb and makes
                    recommendations afterward.

Concert/Taiwan Night

                   Concert will be held at Fine Arts Center (with central AC).
                   Possible program will include
胡乃原, 范雅志, a vocalist, and
                   chamber music-string quartet by local/NEC performers.
                  
河洛歌仔戲  is confirmed and we will suggest the show 我的母親台灣.

Registration/Database/First Announcement

                    Database will be ready next week. Vincent volunteered to weed out
                    the duplicates. Estimated number is 2500. First announcement
                    letter should be ready for mailing at the end of March 10th meeting.

                    This announcement letter will be composed by CY Wang and typed by
                    Jon.  The letter will include conference location, dates, program outline, 
                    website and conference theme
.

Budget Plan

                    Each task team leader should submit budget plan by Feb 9th to Julie Tsai.
        Julie Tsai reported to have received seeding  fund and deposited in both
        saving and checking accounts. A fee will be charged if checking account is   
        under the minimum balance. Julie urged everyone to submit receipts with
    
    forms filled out and approved by CY Wang for reimbursement.

                    Staff will wear the 1997 TAC T-shirts for identification purpose. Will not sell
        T-shirts this year.

                    Insurance rate is based on the market availability. To get quote is
        to call the agent 8 weeks prior to TAC/EC

       TS Sun suggested to have task assignment sheet. Nan-Jae’s format is
        well organized and worth copying. Each task team can create his or her
        own and submit it to CY Wang for compilation

Letter of Agreement with UMass: Tom Tsai distributed his letter to Judith Guyette of UMass and discussed in detail. General consensus is to propose to UMass:

  • an estimate number of participants due two weeks prior to conferencefinal head count due three days prior to conference; alert UMass the possibility of 10% walk-in registration, based upon previous TAC/EC's; a surcharge of 10% for on-site registrations
  • $5000.00 deposit fee
  • finalize auditorium rental fee
  • obster/clam bake too expansive; Check if $25.00/person (all inclusive) banquet doable with UMass, if so, what menu selections?
  • Check if "hold harmless provision" also includes UMass employees


Registration/Mailing Database: Nan-Jae reported that mailing data collection is about 50% completed and Shaohung has merged them together.  We still need some TAAs' most recent member lists. Mei and CY agreed to contact those are missing. Nan-Jae also listed major tasks that Registration Team need to accomplish and he will discussed it in next meeting.

Young Professional/Youth/Children Programs: Tommy Tan distributed a draft of program layout. It includes schedule and program preliminary content. He asked everyone to review it and provide ideas.

Adult Program/Potential Speakers: San-Lang reported that adult program basically would consist of major speakers in morning sections and panel discussions in afternoon sections. He also reported his contact with Prof. Lee and Minister Chen while he was in Taiwan. Chen-Yuan added that Porf. Hsieh of Su-chow University already agreed to come to our summer camp and the team would continue its effort in inviting speakers.

Chen-Yuan Wang started the meeting by asking each responsibility group to designate a lead person. The results were:

The group then spent a considerable amount of time to review the preliminary Agreement sent by Judith Guyette of Conference Service, U. Mass. Tom Tsai was asked to summarize all outstanding comments and draft a response to U. Mass. The biggest hurdles for the U. Mass proposal were the requirement of a substantial non-refundable deposit ($15,000) and its due date (1/1/02).

It came to light that, if we were to go with U. Mass., the attendees would have to be notified certain things, such as: to bring own pillows and cases, to bring own blankets, to bring a $45 check as a deposit for each dorm key, etc.

Shaohong Wang reported that she now had the TAC/EC registration lists of the past four years. The registration group will merge the lists, eliminate redundancies and prepare a master mailing list. Chen-yuan Wang wanted more people to join the Registration group. TH Chang volunteered to join. Shuwan volunteered to helping adding Han names to the list.

After presentation by Shuwan Lin of investigation of a possible Tanglewood excursion, the group agreed not to pursue the excursion as part of the conference program, but would supply information for people who might be interested in going to Tanglewood after the conclusion of the conference, on Sunday, 7/7/02.

Shuwan Lin also presented some concepts for the Friday (7/5/02) night concert. Hu Nai-yuan was contacted through his sister and will likely perform in the concert. Local NEC youngsters will also be invited to form a group to perform in the concert. She suggested including vocal programs in the concerts, both vocalists and chorus groups. Several potential performers were suggested and the team will search further. The intermission for the concert is likely to be 15 minutes.

T. John Lee suggested that all donors to the conference be acknowledged in the program book, but not in the concert pamphlet.

Site Searching Report: The Site Search Committee has visited two campuses, Stonehill College at S. Easton and U. Mass. in Amherst. U.Conn. would be considered only if neither of these two worked out. Tommy Tan: At Stonehill, no air conditioning in dormitories and most lecture halls. No pillows or blankets for summer housing. A/V media at extra. Classroom fair in size. But big class rooms are not in the same building. Small, beautiful campus with buildings close together. No big auditorium for Taiwan Night or the opening ceremony. We may use the air-conditioned gym (good for 1200), but have to set up a temporary stage.

Tom Tsai: At U Mass, all our activities, except Taiwan Night, can fit into the first floor of the air-conditioned Conference Center, including an auditorium for 660. They have all size classrooms, holding up to 200. The separate Fine Arts Center auditorium can hold 1800 and is air-conditioned. A separate Bowker Auditorium can hold 700 but not air-conditioned. The dormitories, at less than 10 minutes from the Conference Center, are not air-conditioned. The Conference Center has hotel rooms available. U Mass would block 50 hotel rooms for us. A 10th floor restaurant may be used for banquet for 250, but not ideal. We also can consider lobster bake outdoor dinner at the lawn outside the Conference Center.

Chen-Yuan Wang mentioned that we may also consider optional excursions to a Tanglewood concert or firework display. D. John Lee volunteered to check more schools in the Worcester area.

Discussion of Security Issues: What are normal security provisions at the Conference Center? Are campus police nearby? Do we need to hire campus police to guard the conference area, or dorm area? Database Collection: Chen-Yuan Wang said that databases have been collected form DC-TAA (for ’98, in Excel), NJ (2000), Philadelphia (’99). The NY database is still absent. The major lecture subjects he has thought about are politics in Taiwan, retirement issues for Taiwanese-Americans, religions, and vacation tours. Meeting Agenda:

1. TAC/EC 2001--comments and feedback--

   Better coordination between task force teams, programs directors, print shop; morning heavy weight speakers were well received, but, afternoon programs need better coordination/scheduling--space out the heavy weight (popular) speakers, room assignment allowing next speakers to set up rooms.

   Pay attention to youth programs. Hats off to Dave Yang and Shirley Huang
for putting youth programs together within such a short period of time, without much 
resource. Coordinate youth programs with adult programs to allow parents
to participate in youth programs.

   Programs can be more inclusive, rather than Christianity oriented, such as Buddhism, to represent the Taiwanese American community. Focus on quality rather than quantity.
   
2. 2002 site search--

   Under considerations are: UMass Amherst, UConn, UDelaware, Regis College, Amherst College, Williams College, Gordon College, Brandeis, UMass Dartmouth, Roger Williams University.

   Tom Tsai's minimal requirements list was distributed in addition to NJ
Lin's list of previous TAC/EC site search list. Nan-jae discussed the "initial
inquiry" questions.   

It was suggested to have Lin Nan-jae make the initial inquiry of most sites. Tom will check UMass Dartmouth and Steven (Shih-Fen) will check Brandise. After ruling out/in for possible sites, the site search subcommittee will make site visit and further determine the suitability against the "checklist."

   UDelware charges approximate $65/person/day for adult--for reference purpose.

3. TAC/EC website--

   Temporary website is available for committee meeting and members.  It is free and currently maintained by Vincent Tzeng until Jan/Feb 2001 (replaced by formal website). The downside of the free website is--limited upload space. Peter Hwang also joined the website team and will be the next webmaster.

    Holly Cross, Mount Holyoke, Regis College. CK Chuang suggested a minimal capacity of 750. Additional suggested considerations were central location, availability of auditorium, central AC, distance between lodging and food service, etc.
