Chang Chun-hsiung currently serves as an Advisor to President Chen Shui-bian of Taiwan. Previously, Mr. Chang was Taiwan Premier (Executive Yuan) and had been elected 6 times to serve in the Legislative Yuan for a combined total of 17 years.

Mr. Chang received his law degree with the highest honor from the National Taiwan University.  Mr. Chang, in his early 40's, rose to challenge the encroachment of fundamental human rights, freedom of expression and freedom of association imposed on the Taiwanese by the repressive Kuomingtang (the Nationalist Party) regime following the infamous "Formosan Incident" took place in 1979.  His heroic act of serving on a team of defense lawyers for the "Kaohsiung Eight" has been widely credited with saving their lives and setting the stage for a crucial period of democratic transformation in Taiwan's recent history.

Mr. Chang was a one of the founding members of the DPP and has served several key party posts over the years.  He will be the next Secretary General of DPP after President Chen Shui-bian assumes the post of DPP chairmanship in the Fall of 2002.

TAC/EC 2002 planning committee sincerely welcomes Premier Chang to join this year's conference.  He will deliver a keynote speech on July 5th and participate, as a panelist, in a political forum. Mr. Chang is the highest ranked Taiwan official ever to participate in TAC/EC.
